LA has atmosphere? Ummmm...ok. i would say that PDX has plenty of "atmosphere" I guess it just depends where you look.
Anyway. I moved to Portland 2 years ago from Austin(another city that is waaaay cool). Best move of my life. Not just because Hood is so close. There is just tons to do in Portland and the surrounding areas. If you're into food. WOW! so many awesome joints to chow down. The weather is mellow. It doesn't rain that much during the summer, and when it does in the winter odds are that it's snowing on the mountain.
I heard they have a pretty sweet local ski manufacturer also.
I would say downtown Portland is way mor laid back, and people friendly than downtown Austin. Definetely a smaller bar/club scene if your into that. Once you get out of immediate downtown area it starts feeling a lot like Austin. But a lot greener, and not as brutally hot. Summers are pretty rad. Lots of lakes, and rivers around and more of a woodsy vibe than Austin, and if you want to shred Palmer you can.
Again...rains a bunch in the winter, but the fact that there always seems to be a little fresh on the mountain more than makes up for it. I used to be the same way, and hate the rain. But it has kind of grown on me. Life doesn't stop here when it rains.
