Cant open parts of NS, PLZ help!

It says Host 'prod-web02' is blocked because of many connection errors; unblock with 'mysqladmin flush-hosts'

what do i do (windows xp)??

ive been pressing f5 repeatedly and the page works after about 10-15 times
