No. Its probably just a vignette effect.

Its a vignetting effect from magic bullet looks, but im sure vegas does it. Just don't use too much like I did in that edit.

apply a circular gradient that is black to transparent then adjust the opacity and location of it to match your needs. Make sure you put the gradient track above your video track.
