Replying to Possible Immigration Solution

I just heard this on the news that in the Senate they are thinking about changing something to help this illegal immigration issue.

That solution is to either let them join the armed forces and serve a term in the military OR go to college for two years.

Now, I have one question, who would be paying for their college if they choose to go that route?
