Can someone explain how this effect is produced?

The end graphics in these two promo's for the show "The Closer."

I use these two examples because TNT has been using it alot in there commercials for the new programming coming in Sept. The effect was also used in "The Other Guys" in a scene where Will Ferrel and Mark Walberg are getting wasted in a bar (for those who have seen the movie).

I'm confused because it looks like a fly-through of a still in post but the objects are three dimensional... I see it alot and am just confused about it.

My guess is they have a motion control rig set up. The actors have marks, and the motion control does the same camera move every time. That way they can composite the characters, then ramp the speeds in the middle.

Thoughts?

they have the whole image/still on the screen as they are editing, but without any of that technical shit all they do is zoom into the cop car or any designated spot and BOOM

just a regular video shot with some cropping. freeze a frame, separate the different levels, zoom and pan around in a 2d or 3d model
