-40c and -40f is also the freezing point of PURE water.

water will freeze at warmer temps because of particulates in the water(dust, bacteria) . this is also the principle behind snowmaking above the melting point of snow/ice, 32f.

Ski areas add either Drift or Snowmax to their snowmaking water as it leaves the pumps. These products simply add enough particulates to the water to allow it to freeze easier at higher temps, with regards to humidity.
