Well I'll start by saying that you
are crazy. According to wikipedia Arizona's population is about 6.5 million people. You're going to say that 30% of Arizona's population just up and left and I haven't heard about this? No way. And I haven't sat down in my free time to read the immigration bill but as far as I know, it really only mimics what Federal laws already state, that
being in this country without proper citizenship is ILLEGAL. Obama's little rant on how the "suddenly, if you don’t have your papers and you took your kid out to get ice cream, you’re gonna be harassed. That’s something that could potentially happen. That’s not the right way to go." That's the actual quote and thats complete bullshit. You have to be caught committing or under suspicion of committing a crime to be asked about your immigration status. I'm pretty sure Mexican-Americans are already carrying identification and have no reason not to, by law i'm pretty sure to drive to a place as simple as an ice cream shop you're still required to carry ID. Perhaps a case
could pop up where someone of say spanish descent in Arizona is detained for a short amount of time because they had no identification and maybe also didn't speak english? Not that that means they really are illegal immigrants but i'm just hypothesizing a scenario. People are wrongfully detained for things all the time and end up released shortly after. Yeah it fucking sucks for them, but ya know freedom isn't free and many times it's at the cost of American lives. While I was searching for that Obama quote I came across an awful story (but obviously relevant), but i'll link this one because this post got out of hand and i'm tired.

As for the cartel violence in Mexico. Wikipedia also has a listing for the the number of deaths as a result from the Mexican Drug War.
62 killed in December 2006
2,477 killed in 2007
6,290 killed in 2008
7,724 killed in 2009
6,768 killed in 2010
Total killed: 23,321 (December 2006–August 2010)
That's a huge amount of people, it includes 1,000+ Federal forces, police, and prosecutors killed,
208 Federal Police, and 58 reporters killed. I'd say protecting American lives and safety is paramount, nothing has worked so far so back to the drawing board. Taking away a huge market like weed no doubt force them to alter their business model. Hopefully forcing them to commit to the hard drugs that ruin/end people's lives, and law enforcement can focus their attention on things that really matter and
not spend so much time on our outdated marijuana laws that have not at all impeded it's use.
For more on the weed issue, just find a copy of The Union: The Business Behind Getting High. Great documentary.
