Yes, it is a requirement in snowboarding, but it's not FIS or the Olympics that created that requirement. That has been a part of snowboarding forever, remember it's been used in the past at XGames, Grand Prix, etc. (The snowboarders came up with it years ago because they didn't want the whole pipe run to be about spinning to win, and they wanted something in the run that could only be critiqued on style, without a technical component.)
Anyways, it has never been considered or discussed for ski halfpipe, and the FIS events that have happened (World Cups, World Champs, etc.) have never implemented it. So rest assured, there will be no straight/standard air requirement for ski HP in 2014.
There is still cause for concern about the judging, to be sure. Mainly with regards to who the judges are. Hopefully we will be able to get our judging crews from the pro side, in there for Sochi when the time comes.
Longer pipe? Not such a bad idea, everyone is getting such a huge bag of tricks these days.
