Really Noob Question on Audio Mastering

Hello, I was wondering if someone could help me out. Im trying to understand the responsibilities of the electronic musician and the audio engineer. For example, does the musician EQ his tracks before he sends it to get mastered or is that the engineer's job? Does the musician use compressors, and some limiters before it goes to the engineer? Or does the musician do a little bit of EQing and compressing to his mix and then the engineer just refines his work?

From what I understand mixing and mastering are two completely different things. A song needs to be mixed before it is mastered. Usually if you are having it sent away to be mastered, you are sending them the mixed tracks.
