They expect it to lay on top and soak up all the oil because they aren't retarded and then know that oil floats on top of water because it is less dense.

BP is using a dispersant to break up oil particles which actually allows it to submerge under water. This is how they fool scientists who try to predict how much oil has been spilled. Its easy if its all on the surface.


And using hay is really stupid.
