Brighton probably.
Or Canyons... or PC.  They're all good. 

Generally it's one or the other.  Alta/Snowbird for powder.
PC or Canyons for park.

As a Utah local i would say that this is its greatest weakness, Park City and Canyons own it at park but really lack in terms of snow fall and terrain quality. While Alta and the Bird are literally the best places in the world for the latter. R. is right about Brighton being in the middle. But the rumor is that Snowbird might redo their park of old over on baby thunder, which still wouldn't be nearly as good at PC, but would still be pretty decent if it was anything like it was a few years ago. If that happens the Bird is your bet.

This is the quandary that is Utah, you trade not having an "all in one mountain" for great access and wonderful snow. I agree with the other folks that alta/bird are the places for steep powder, and park city/ canyons have the parks. I don't believe the bird will get the bthunder park back. A patroller buddy of mine thinks there is no way, but he has no definitive evidence. The park last year was terrible.... Brighton is our one hybrid. Hopefully the jump line on my o my gets better, and the jib area gets a little more flowy. If solitude would make a better park, it would be hard to beat. I assume you live in slc or pc. If you lived north, snowbasin is also a nice hybrid. There park is sometimes reasonable, and smaller crowds allow for pretty good pow days.

I wouldn't go to Brighton. Its a boarder hesher mountain. I've skied there a bunch of times. The jumps are always no good, aka short steep landings that are near impossible to get your speed for, and their pipe was pretty much a joke as of last year. Also for some reason the park guys have this thing where they like to just set a feature on a flat run and have no urban pad or lip up to the rail. So if that's your thing, than I'm not against someone who wants to go there.

Last year I bought a pass to Alta, Park City, and Sundance, and I honestly think that multiple passes are the way to go if you truely want the best of everything, but this year I can only afford one pass and I'm for sure buying a Park City pass cause I'm willing to give up a lot of the fresh snow aspects for ridiculously good parks (AND because the Pick N Shovel park will now be lighted until 9pm, aka Sooo Baller). And really if its snowing, it still is Utah, and you can find some pow turns somewhere occasionally.

The guys in the Lab have lived out there for years and there is no real perfect balance. For powder it's Alta/Bird no question. They average 500" a year where the park city side only averages 360" - thats over 12 more feet of snow at Alta/Bird. But the catch is no park. (bird has one but not really) So the answer to the other half of the question is Park City for park/pipe. It hosted the olympic qualifier for pipe this past season so 22 ft walls for sure. and the jumps are money, so big you can almost see them from space. Only one true answer - live in SLC and get passes at both. When high pressure kicks in head to PC - when it's nukin snow head to the LLC.
