Don't wrap it in a towel. That's stupid. You need to remove the x-braces that hold on processors' heatsinks and replace them with regular bolts. Remove and reapply the dried up thermal compound. Then turn it on with a piece of paper blocking the air flow from the fans to the GPU and let it heat up for a few minutes to kind of reflow the whiskering flaws in the solder points.
This sometimes does the trick. If not, you can add a small piece of sheet aluminum .032" thick cut to the size of the GPU and place it in between the GPU and it's heatsink, again with thermal paste on both sides. This will work almost every time. A last option if none of this works is to take a heat gun to the board to try and fix that whiskering.
