i can tell you how to make em on your computer and send them to your phone through your email if your cellphone supplier happens to be verizon, otherwise, i may still be able to help you but not as much

program called wave pad.  chop up any section of a song and add basic effects.  it's free.  google. it.

audacity is a good programm and its free

there are also internet sites, where you can make ringtones from youtube vids.. just google it

naw if you have a phone that you can play music on it won't let you set it as a ringtone. the sound has to be sent to the phone through a picture message and you have to save the sound as a ringtone
