To put the cost in perspective, a wedding at a nice location typically costs less than that per person, and includes a soup/salad and an entree, and an open bar.

they probably just said they spent that much, but then only spent like half of that, and used the extra money they claimed to use on something else, like a project with an over-extended budget.

Also to put this in perspective, a plated meal (entree and vegetables) for analyst meetings I used to organize in New York and Toronto would cost over $120 per plate - It includes the cost of service and the conference room.

That's how they fund the secret projects we can't know about. Say they use the money for one thing, actually use it for something else. Nome of our secret defense projects would ever get done without "overspending" for snacks, bathrooms, and other such things.
