"The Congress, whenever two thirds of both Houses shall deem it necessary, shall propose Amendments to this Constitution, or, on the Application of the Legislatures of two thirds of the several States, shall call a Convention for proposing Amendments, which, in either Case, shall be valid to all Intents and Purposes, as part of this Constitution, when ratified by the Legislatures of three fourths of the several States, or by Conventions in three fourths thereof, as the one or the other Mode of Ratification may be proposed by the Congress; Provided that no Amendment which may be made prior to the Year One thousand eight hundred and eight shall in any Manner affect the first and fourth Clauses in the Ninth Section of the first Article; and that no State, without its Consent, shall be deprived of its equal Suffrage in the Senate."
what i also did not touch on, and IMO the way this bill will be deemed constitutional. (dont shit yourself its constitutional, however who knows, maybe the states have a case based on their individual constitutions)

then there is a whole laundry list of powers granted to the federal government. now how this is going rationalized is the "general welfare" which IMO is shoddy. because if the government can do anything for its citizens (IE give them anything) then why list what the government can do after that? the constitution if the founders wanted the government to be able and provide any service could read "the government of the united states can do anything it wants, and give its citizens anything" (you get the point)
however, the Constitution is VERY explicit on what the federal government can, and can not do. the states IMO have free reign to do whatever the hell they want in terms of entitlements, but the federal government IMO MUST slow down.
cliff notes. no i dont think the bill will be overturned on the grounds of it being unconstitutional. there are plenty of things that should have been overturned before this, and this wont blaze a new trail.
