Yeah man there's no such thing as a "sampling program". If you want a music production program that's fairly easy to use, get fruity loops. FL Studio 9 is the latest and greatest version.
I recommend Reason 4 though. There's a program called Recycle made by the same company and it's designed for sampling. You can cut samples into slices and load it as a patch on your virtual sampler, then use keys or pads on your MIDI controller to cue each slice of your sample. Pretty dope stuff. I think FL may be able to do something similar, but I'm not too familiar with it.
