I would probably heat them up with a hair dryer, basically just get them as hot as you can tolerate putting your foot in for like 20 minutes.

Heat them in the oven for like 10-15 at 250-300ish. Then, get a pair of really super thick socks you dont care about, and cut them so they just fit over your toes. This will give you some wiggle room. Then put some socks over them so they stay in place, and step into your boots and stay in there for as long as you can, its gonna suck. It also might help to stand on your heels too for as long as you can for a nice snug heel fit.

After you've heated the liners up put them in your boot. When your standing in the boots get a wood board and put it under your heel so it puts your foot on an incline then just put your weigh forward. & I would mold them with thin socks first, and if you need more toe room then reheat & add an extra sock toe like someone earlier mentioned.
I'm not a boot fitter, but I've had boots fit before and have a general idea of what to do, hope that helps a bit?
