How do I get an icon that like moves and is animated, not just a picture. I heard about an icon page on NS but  I can't find it.

google image search what you want, click "more options", choose size: icon, and find .gif files.

you can also make one, or have someone make one for you. if you tell me what you want i could make it for you. maybe.

just remember it is a gif file. gif's are animated. jpeg are not
