the real reason why this is so devastating is not due to who gets to pick what land. If we're talking about earthquakes obviously looking at LA, SF and Tokyo puts that ridiculous theory to rest. Also, Haitians have completely logged their entire half of the island and now erosion is a huge problem. The farmland is now pretty much useless and the lack of vegetation also contributes to the severe flooding they seem to have every year (killed 800 people earlier this year). Interestingly, the Dominican Republic is not in nearly as bad shape.
The truth is that wealthy westernized countries have much higher building standards than say Port-au-Prince where people live in concrete houses and simple shanties. These buildings can withstand severe earthquakes much better and prevent loss of life in cities, like Tokyo, that are much more dense and populated than Port-au-Prince.
