Cause mountains have downward slopes. Think about how much more snow you need to build a step over compared to a step down.
Step overs can be dangerous if the table has a steep uphill slant and/or a short landing. If you come up short on a step over your going into an uphill slope, not something thats at least flat. Plus if you overshoot then your gunna miss the whole landing and land flat. On most step downs, your gunna land flat bottom if you overshoot but its a lot harder too and theres usually more downhill.
I like table jumps the best, where the lip of the jump is only a foot or two off the table, and the table is flat but raised up a lot off the ground. These require a ton of snow though, and can be dangerous if you drift left or right.
Parks pump out shit loads of step-downs in the name of productivity and cost(like every1 said). They must be dependent on terrain and landscape for hits like that unless they want to unload 15 feet of powder. Wish they had more step-overs. Gettin that floating feeling is pretty sick
come to think of it, I can't remember the last time i saw a good sized Table at my hills. I only see em in the mini-parks. Travel back in time 4-5 years and the parks were over-run with tables.
