I assume it would be a lot of work to IP check every new member. Also, there is the problem of legit members using the same computer/ public computers.

I never understood the whole point behind a alias unless you got banned for a day or so or something like that. Even then it doesn't make sense to me.

What are you talking about, the karma system takes care of the trolls. They see their average karma rating and are too shamed to show their faces on NS.

I think it would be nice if NS deleted all user accounts that have been inactive for over a year. Imagine how much space it would clear on the servers.
