just a word of advice, you can't be a 27.5 or a 28. your ether a 27-27.5 or a 28-28.5  27 27.5 same shell size, they will pack out to the same size. the 28 shell is a full cm bigger.

that is seriosly just retarded, so your gonna settle on boots that are to big or to small? really dumb idea. get the 27 or 27.5 if its even an option, you can make a smaller bot bigger but not a bigger boot smaller. don't waste your money. what is your actual shoe size?

Yeah your right looking for a 27-27.5 shell, going to be putting intuitions in them, so liner condition is not an issue
