I'm currently having trouble keeping good quality in premiere. Don't know if im doing my settings properly or not but any help would be legitlly great.

in adobe media encoder make sure you choose the right preset for your desired level of quality or choose edit export settings and tweak it your self, maybe render in a different format if you have to.

The media encoder is the program that it exports the file to, correct?

Well I deleted the file earlier today and don't know what I had. Any suggestions if my files are about 30 fps and are 640 x 360?

What file format are you encoding to? Quicktime? AVI? H.264?

For 640x360 file size I'd recommend exporting to H.264. In Media Encoder use the "Apple iPod Video Large" preset, but change your target bitrate to 1.8 with a max bitrate of 2.4. Also, if you're intending this for web downloading, change the multiplexing stream compatibility from "iPod" to "standard."

And you will have a small, easily transferable video that looks pretty good!
