Replying to Editing Software Question

Ok, so I have 2 questions about some editing software, and forgive me if I come off sounding retarded. Im still new, but is there any good ramping software out there available for a PC? I mean when done correctly, it comes out looking sweet. Is after effects the program that you people usually use? Is that a PC program? Also for slomo shots, is there a program that you can slow clips down through that will make them appear smoother instead of so 'tickey'? i mean i film with an fx1, and it does a good job. i use sony vegas studio 8 ( i think its 8), and even when im filming at 2000 fps it doesn't really seem that i can really slow it down that much before its starts not being smooth anymore. or is this more because im using a cheap program?
and i know i need to upgrade to a mac, im just broke as hell so its going to be a little while. so if youre going to tell me to get a mac and then get final cut, thank you, i know.

so have at it! what do i need to do? oh and feel free to also suggest any higher grade pc editing software that i should be looking into
