the fence wasnt secured enough to the ground, so when the car went to go ram the fence, the fence lifted up, causing the car to go under the fence, and through to the other side.

if i were that cop i would have just rear ended it when he was swerving all around and that would have been the end to that chase, or just went through the fence as they were chasing it

the bottoms of link fences are rarely secured down especially over time. the car just drove into the fence, the bottom lifted up, they went under, and the bottom shot back down into place
