the only place I've ever seen them is stacked up behind my school.

pallets, or "skids," are used in the freight shipping industry. they are made of wood, and can come in various sizes, but the standard skid is 40x48 and weighs roundabout 40-50 lbs.
they are slotted on two out of four sides so that pallet jacks and forklifts can be slid underneath and used to pick up the freight on the skids.
many many industries use them, but they are often re-used many times until they are so broken they are not able to withstand the weight that would be packed onto them.
if you are able to find a bunch of skids, the places to resell them at are usually located near trucking centers of larger cities.
for example, there is a place in salt lake city near california ave and redwood road that buys/sells/repairs skids, but if you are looking to make money doing it, you will need a lot of skids to make it worth your while.
also, don't go to trucking terminals and try to steal them. most are well protected by guards and electric fences, and if you get caught you will be prosecuted. they take that very seriously.
