Well, for starters, since your Dell will be running windows it should come with Windows Movie Maker. Yes, I'm actually recommending Windows Movie Maker, because it's simple and will get you into using a program, organizing your clips, using effects, and thinking creatively. Go to the start menu -> programs -> accesories and wahlah!

At this point, you're definitely not ready for Premiere, so stick to WMM and when you feel you've got both the technical and artistic aspects of editing down, move on up.
you can get some cracked software of the pirate bay, but otherwise count on dropping a hundo. windows movie maker, at least for xp, is the worst program i have used in my life.
take a look at premiere elements. it doesn't cost too much, and there are a lot of cracks for it.
