but seriously thats the anti-friction pad/device/piece and its meant to allow your boot to release to the sides much easier.  i don't know anything about bindings but you should probably consider replacing it.  i can't imagine they'd be too expensive

You'll probably have to special order that piece from a shop, but you should definitely get that fixed.
