you cant jailbreak the 2nd gen touches, so unless its a 1st gen, hes out of luck

what does jailbreaking even do? i've always heard people talking about it but never looked into it.

When you buy an ipod from apple it is "bricked" by jailbreaking it allows you to run unsigned third party applications (meaning not approved by apple). It allows you to theme your ipod, install apps for free that you would normally have to pay for and a number of other awesome things.

Don't forget to get the ski report app
And when you get on newschoolers (I'm assuming you will) go to "My NS" and turn off the fancy GUI editor. And then when you get on a computer again you have to turn it on again. This is so you can reply to threads and stuff on your touch. Hopefully a mobile site is in the future!
