Does anyone know a website or program where you can make part of a picture color and the rest black and white?

They just have settings on their camera that cause it to only pick up certain colors, ive seen some girls do it that i know and they are definitely not intelligent enough to know how to do it on photoshop/learn how to do it on photoshop.
