So there is a video on the twitter site that explains it pretty well.. but the easiest way to think about it is the new Facebook homepage. They somewhat copied Twitter the way they do the mini feed now.
Basically you "follow" people who you are interested in and every time they post an update it will be delivered to your "feed". So you will see updates from all of the people you follow and you will never need to go to their individual pages to look for updates. It will be automatically pushed to your feed.
It's a REALLY fun way to keep track of your friends and to stay on top of things in technology, news, or whatever you're interested in. I've been following Nate Abbott's tweets from JOSS and it's been really cool to get an inside scoop.
