Do you mean a remount? Then yes, you can take a binding off a ski and put another set on without harming the ski. The old holes will need to be plugged or redrilled or helicoiled, but yes you can usually remount a few times and not hurt the ski. It also depends on the screw pattern/where the holes are located...
Nope, one or two remounts, if done correctly, will not weaken the ski. However if you are doing it 3-4 times or even just once and dont drill into fresh core or helicoil when you should, then you might have a problem. But a legit shop will know how to do it correctly.
