The road to my hill gets closed before it gets to the AWD w/chains only point.

A lot of the time it's not because of the actual accumulation of snow, the roads are slippery yes, but they do a good job plowing them. The main this is avalanche danger. It's not safe to have a ton of cars on a highway when avalanches are falling out on to the road.
