Dr.NS for epic ice burn....

So the other day i had a nasty fall and i got a concussion and some epic ice burn (pic below) but one my other arm i got some ice burn that is now has these little bump/blister like things around it. Is this infected? The pic doesnt really show it

When it was like 60 the other day i just had a tall tee on. Like an hour before it happened i thought about puttiong a long sleeve on but i decided it was too hot. Now i feel like an idiot.
