camera + Strobe / flash, Then take a black background behind the smoke (incense, doobie, fag whatever) and take photos. After you shot the shapes you wanted, open them in Photoshop. Go to Adjustments - Brightness/Contrast and add some contrast. Then go to Adjustments - Invert. then use selection tools and blending options to select seperate areas, distribute to layers then just apply filters / add new layers of pure color and change the blending mode until it look sick.

There are other ways, this is the easiest.
