Well, I kind of left that part open. You're right, there are places with dry powder but comparatively little snow, and then there are places with lots of snow, but it's the heavy stuff.
I'd list my top choices as Japan (slightly wetter than Utah, but an unbelievable amount of it), and Utah (a nice balance between plenty of snow and high quality).
The Cascades / Coast / Sierras are all pretty heavy snow, catch it on one of those Pineapple Express days and it is really like cement, catch it on one of those cold storms (like when it's snowing in Vancouver) and it's pretty damn good.
