Wacky Wailing Inflatable arm Flailing tube man

So since I am really tall and lanky, I figured that I could pull off being a (WWIAFTM) pretty well, I am just not quite sure how I would make this costume, any suggestions?

yeah it is, wrap yourself in those table clothes, the cheap ones, the stretchy plastic
