Sir Wilfred Grenfell College in Corner Brook, Newfoundland. It has a good visual arts program, although small, tuition is probably the cheapest in Canada for a BFA ($1250) a semester, its more for international students though, but still way cheaper than anywhere in the states. Rent is really low here too the school is about a 10 minute drive from Marble mountain, the best resort in Atlantic Canada. It has 1700' vertical, and about 30 runs, about 1/5 of which are very nice steeps. The half pipe and terrain park are being improved this year. There is also some nice tree skiing. A student season pass is $160 CDN +tax. There are lots of urban hits in Corner Brook and I've never heard of anyone getting busted doing urban.There is absolutely epic backcountry skiing about an hour's rive North, in Gros Morne and Trout River. It is probably the dryest powder in the east. Check out Meathead productions' Wanderland to see some Newfoundland BC skiing.

I just graduated from Emerson in May with a degree in TV/Video Production. Emerson is fucking sick. You can't even compare UVM to Emerson when it comes to arts. Emerson is in another league. Continuously ranked in the top 3 video production/film schools, great writing and drama programs. Emerson doesn't have a lot of "traditional" type art classes though like painting or drawing (though they do have some). I recommend the school to any TV/Video/Film people. Had such a good time in my 4 years there. Plus Boston is baller.
