I generally recommend Bluehost to people who have potential of having big audience.
I use ICDSoft. Have been for 5 years now and they have awesome customer service and pretty much upgrade me for free every time I ask for something.
I highly advice against godaddy. Worst Cpanel I have worked with. Also, so many people use it and they have way to few customer support people. I have had it take 3+ days for domain name transfers. So annoying.
As far as a flash site goes. If you are looking for solid flash, most flash designers will go by project but estimate it at $50 to $80 an hour.
I will say that the trend is definately moving away from flash sites. Even though XML is great, it still doesnt quite offer all the functionality of html/css/programming.
My sites typically are solid php with html/css templates with flash headers, photo galleries, etc.
If you are looking for an inexpensive site, try posting it in craigslist stating you are looking for a student to do it and that you can pay but not much. However you would be willing to contact their professor and fill out any paper work they would need for internship/project study credit.
I know I got 4 credits for designing a site for a non profit. I would have way rather done that than spent 20 hours a week on how to use illustrator.
