dont really know what to suggest for a bike, but id say go for something a little bigger, like a 500 or so, and just make sure you pussy it.
i know in nys the road test is 2 counter clock wise circles, 2 clock-wise circles, then 2 figure 8's, all without putting your feet down. then you go around the block.
and for the learning curve thing, id say try riding a dirtbike first or just ride on smaller back roads for a while (in good condition if possible, pot holes = land mines.) that way if you do fall, it wont be anything major, just a little road rash. as long as your not stupid (going 100 and swerving in and outta cars and stuff) your shouldnt be too bad. one of the biggest problems with motorcycles is not the rider, but people are generally looking for cars, not motorcycles so expect to be cut off a lot.

haha well since you asked about falling yes, go with the 250r thats an AWESOME starter bike. nice and easy power...but um, i would recomend riding a dirtbike or something first. just to get the whole balance thing down and shifting and all. or go to a saftey coarse. its just theres a lot of shit going on and you really need to be a good rider to be a safe rider... yeeee digggg

I don't suggest you get a motorcycle unless you have some good experience on a dirt bike. You don't "fall" on a motorcycle you crash usually in very poor style. If you lay down a motorcycle at any speed even if you are not even moving it will get fucked up. Get a dirt bike first and learn shifting turning leaning riding skills. The road is a very bad place to learn.
I have been riding for about 4 years now and there is definitely a learning curve. I started on dirt bikes and the first road bike I had was a 1970 Honda CB175 which I rebuilt with my dad. That is a good thing to do because if something mechanically fails on a bike you could be fucked unlike most car failures which lead to just coasting to safety.
It can be a good idea to get your permit if you have a bike. I dont know about your state but in Colorado to get your permit it is just a writing test then you can go do your road test. Which was kind of difficult. I did it on a 750cc bike and I got 2 points taken off for missing a cone. You could miss 12 points. My dad tried the course when we went on his Gold wing and messed up a few times and he has been riding for a long time.
But ya get some good experience first or you will crash and you will get hurt. Motorcycle are dangerous and as soon as you forget that you will get hurt. I think you should be at least 18 so you have some good road skills.
Don't get me wrong motorcycles are awesome I have a couple of bikes, and it is easier to get up in the morning knowing you are going to get great parking and have an eye opening ride. As for travel they kind of suck you are always watching the sky and worrying about theft. You can't carry shit and if anyone wants to go anywhere you have to either follow them or ride with them leaving your bike to get rained on stolen etc.
I've found that the best use of motorcycles is a planned ride in the mountains or wherever. Or if you check weather a mid week ride to work or school. You will not like having a bike on a Friday because people want to go else where after whatever. haha
Anyway also don't drink, even one beer, and wear a FULL FACE helmet. I have seen some real bad shit go down on bikes and helmets help a lot. And don't spend more than 2g's on your first bike or you will get way too much bike.
Basically be careful and take a class.

yeah defiantly ride a dirtbike first and get down shifting and get used to where all the controls are, balancing and stuff ... it seems alot safer to learn on dirt instead of a road or something
