Best low end camera

Whats the best low end camera i could buy, just for making fun edits, nothing super serious.  No more then say 400 bucks if possible.
I have a PC, not a mac btw

yeah, i'm most likely gonna be just in the standard def region.  i want something kinda bulky too tbh, so if i drop it on the hill or something im not fucked
