Every color has already been defined by RGB, CMKY and/or other color models. And even if it hadn't... good luck displaying one on here because RGB (well, equivelent hex codes) are what HTML uses to display colors.
Now, if you're trying to come up with new color names... I recommend doing some crack, getting a dictionary and a bunch of color samples. Seriously, I have no idea how they come up with some of the color names... it's ridiculous. For example... there is a Sherwin-Williams color called "Nut Meat"... wtf?
Pantone books are just collections of CMYK formulas. And you're right, RGB is how monitors (and TVs?) display colors, hex codes are HTML's code for the colors.
But details aside... bottom line is you can't make up a new color.
