my PC crapped out on me a few days so i got a new one today. most of my shit i had backed up on my external drive, but there is still some stuff that i need and didn't back up. will an external enclosure let me access the HD?

Yea, an external hard drive housing is all you need, unless it was the hard drive which failed in the old computer.
Be sure to get one with the correct connector though (SATA/IDE/ATA).

Oh, and you should probably wait for a second opinion because I'm not an expert on the subject.

thats what i was thinking. if your computer hard drive failed then you wouldn't be able to retrieve those files. however, if someone else fucked up in you old computer then you can just take that hard drive out and put it into your new computer, then copy the files to the external. hopefully your computer was on warrenty.

i just put my harddrive from my broken computer into my new computer and transferred the files that werent corrupt. for you it really just depends on what resources are available to you.

wow that didn't come out right.
if your PC crapped out due to something other than the hard drive, all you have to do is pull the hard drive out of the old pc and put it in the new one. then copy those desired files to your external hard drive, then put the new pc's hard drive back into the working computer.

my comp that died on me is really old and ran on xp...my new one runs on vista...if i installed it as a secondary HD, would that fuck anything up? i'm probably going to just go the external enclosure route just to be safe cause if that doesn't work, than it means my old HD is corrupt.

Yeah Mercer nailed it. If there was no HD failure you should be able to just plug your harddrive into your motherboard with the correct connector cable and take off files like your plugging in a USB drive.
Slightly more complicated but its the same principle idea.

if your having probs with the hard drive itself look for some recovery software, i use getdataback ntfs
that will let you recover most stuff,
also if the drive is like completely screwed, try putting it in the freezer for like 15-30 mins then plugging it in right away and try to get your stuff off, just an old trick that usually gives you a little bit of time to pull a few last things off

Yeah, you can just open up your computer and hook it to the motherboard and power supply. If it's IDE make sure you configure the jumper to master or slave if the cable has 2 connectors, I think it goes: Motherboard ------ Master -- Slave
And if you do hook it up inside, you might be faced with an option of what OS to load.
