Kracked Skulls are dirt cheap (under 130$) and will get you great hardware and a good deck. It's a great commuter all around setup. I'd recommend getting decent hardware as a beginner and not buying some shitty sector 9 setup that you'll have to completely replace.

Go with an Arbor. I've had a bunch of friends start out on those, and their a good way to begin. Not to expensive, and a really solid ride for someone who's new to longboards.

If you have some cash, a loaded dervish is a great around town board. Super stable, and a great carver
All times are Eastern (-5)
