im not sure if there is even a tag for this, but if there is, help me out.

for the website im making right now, i want to add some kind of motion or something to pictures when the mouse is hovering over it.

so thats what it would look like on the site, but when the mouse is over it, the picture is shaded or some kind of 3-D motion is added.

can you do this without javascript?

I think you need javascript...how are you making the site, straight coding? or a web editing program?
