which bindings have it?
i know that some looks and rossis have it but what models??

All new models have fixed heel. Like all models older than one year have pivot heels.

The look/rossi axial1 have the "turntable" heel and the fks 120/155/185 and p12/p14/p18 have the full rotating heel.

Almost.
The Axial 1 have what is known as the "Pivot" heel.
The FKS style heel is the one we call the "Turntable."
