What programs are used to make graphics and make them move in videos... Can you do it premiere? If so how?

after effects is pretty much the best.. combined with photoshop illustrator and some 3d programs.

if i ever want to do cartoons, i draw them all out by hand on printer paper then capture the images with my video camera and import then into iMovie and speed them up. it works pretty well if that is what you are going for.
