Reducing Image Size

So I'm trying to reduce some images in photoshop, to about roughly 25% of their original size. However, when I do this I lose ALOT of quality. I would think that this wouldn't be the case, why are the images becoming so pixelated? Any way to reduce the images and save the quality?

Don't thinks pixulate when you make them bigger? my pictures always look better small?

try saving them in .png format and editing them.

I figured out what it was. My document that i was copying the resized images onto wasn't a high enough resolution. It's fixed now.
