the blur is ahead of the skier. becuase the flash exposed the skier in oneplace but the shutter was open after the flash and so got a little movement in.

the lights you see are the floodlights for filming, the lights on the skier are flashes set up for the photographer. Most likeley it was a 1/4 or longer second exporsure so you get some of the backgroundwith a strong flash at the beginning of the exposure to freeze the image of the skier you see. That's how most urban night photos like that are done, to the best of my knowlege (If there's a better way, someone please elaborate)

This all makes sense but the only thing I don't get is why is the blur in front of him instead of behind? Is it because the flash went off first, got the skier and then it was still catching the photo without the flash during the 1/4 seconds which makes the second part darker than the first?
