4.5 is pretty average. My lenses go from 1.9 to 16 on my 50mm, 4 to 22 on my 80-200mm and i'm too lazy to check my 28mm. Anyways, it's important to have a good range of aperture settings because it can come in handy when shooting things such as a sunset if you're shooting directly into the sun so you can get correct exposure.
One thing you have to consider is, will it fit your camera? I don't know too much about different brands and stuff but I know that some lenses only fit certain cameras and it'd suck if it didn't fit yours.
And, I just got into photography too, you'll learn more stuff over time. I had a whole roll of film that would've been really nice... but the cheap shit ripped inside my camera :'(
